The view is scaled to be as large as possible, without changing the aspect, within the bounds of the window.
On "retina" displays, or other displays where window units != pixels, the view should no longer draw incorrectly.

This was automated using `clang-modernize`.

Uses QSettings on citra-qt, and inih on citra-cli.

Note: There is a pre-existing issue with booting a new game in that it keeps the old EmuThread.
The GL code now supports this but the Core still doesn't.
